Overheating

My vehicle is overheating and there is a vent tube/bleeder tube on the back of the engine next to the firewall. my question is, is that just a hollow tube or is there a valve in it? Reason for asking nothing is coming out an I cannot stick a wire in there over an inch. I think it may just be clogged up.
