after replacing water pump, thermostat, flushed radiator it overheats at idle

Van has new water pump, thermostat, flushed radiator and it overheats at a idle. could the heater core be bad?

If the overheating does not occur at highway speed when natural air flow through the radiator is sufficient, the best suspect is an inoperative radiator fan.
