At a GPS speed of 40 MPH PCM and speedometer reads 110 MPH and hitting speed limiter, which means I can't go over 40 MPH actual speed. My question is, where is the sensor located that reads the speed that goes to the speedometer and does the ABS speed sensor have a play on the actual speed being displayed?

The Vehicle Speed Sensor is located at the LH rear of the transmission. The ABS sensor system will not affect the PCM reading. It should have a gry/blk and pnk/org wires going to it. Check out the images (below). Please let us know if you need anything else to get the problem fixed.

Okay, would I locate sensor I have noticed the harness or plug that plugs into the sensor has been cut and but connected together. I also noticed the wires on the plug is not the same as the wires that go to the PCM blk/gry and pnk/org so could that be a factor to my issue I mean they are getting contract cause if I unplug it I get zero reading should I purchase another OEM plug and also could a sensor from a different year make a difference or no cause it is a signal being sent to the PCM, am I correct?

Yes, you are correct, the correct sensor and wiring must be connected for the system to work.
