No power to fuel pump; no power to fuel relay pins load and control side. Relay is good for fuel and efi injectors.

If 12 volts is going into the ECU and only 9 is coming out it sounds like the ECU is bad. To be sure here are the computer wiring diagrams and a guide to check the power and grounds if everything checks out replace the ECU:
