1995 Other Opel Models water temperature

The engine runs 10 to degrees too cold and this shows on the gauge and in the heater temperature. The agent has changed themostat and the sensor for the control of the fan. No signs of leaks, no loss of fluid and all pipes and radiator appear normal. Where do I start to localise the problem?
