Power Steering Return/Cooler line

I have a 1993 Olds Cutlass Cierra 3.3L (140,000 miles). There is a power steering line which I believe to be my return line (it goes from the pump, under the engine, makes a long elaborate loop towards the radiator and ends up somewhere near the steering column). This line is very rusty and needs to be fixed. I was wondering if I could cut off the rusted portion of the line and fix it by clamping a hose on where I cut ( I did something similar to the transmission fluid coolant lines). I know I can't do this with the pressure line as the hose would probably burst but was wondering if it was okay to do with the return line and if I am correct that this is in fact the return line.

I would think the high pressure would be the steel line...I would see if you can get an aftermarket replacement or the right size tubing ang brass fittings and make it yourself...Not a good Idea to splice PS lines!
