1998 Other Oldsmobile Models Winshield wipers get stuck

Hi, on my 98 oldsmobile intrigue i have wipers that on intermittent go up, then down, then up and on the way down they get stuck in the up position. But once the delay time that is set is over they continue to move again but get stuck the very next time. But on low and high speeds they work fine. I have replaced the wiper motor on my intrigue and this did not correct the problem
