1987 Oldsmobile Delta 88 too much fuel

we are now at the opposite end of the problem we were at before. we now have TOO MUCH gas going thru the rail, it is flooding itself out. Fuel pressure is PERFECT, but for some reason why to much fuel is going thru and cause the car not to start. The plugs are full of fuel, the injectors OHM out normal at 16. Wondering if we should check the injectors first or replace the ECM again?

What does your fuel pressure do when you shut the key off?
Is the check engine light on?

Fuel pressure is normal...and no check engine light on...we are totally lost at what the prb could be

I didn't ask if the fuel pressure was normal. I asked what it does when it's shut off.

what do u mean...when the car is shut off it does nothing...

Does the pressure hold after the key is shut off or does it drop off?

key in on position its at 38 PSI I dont think they checked it with the key off though...
