1984 Oldsmobile Delta 88 Noise on cold start

Get clicking noise only on cold start. Goes away in about 45 seconds or when driven 3-4 blocks. Seems to be coming from front exhause pipes (cat converter?) Does not return until next cold start. Car starts/runs great. Used fuel system cleaner, sea foam in oil and carb. Question: Does the cat converter have a valve? Doesn't seem to be from the engine

Could be the exhaust heat control valve that's if it has one where the exhaust manifold meets the exhaust pipe.
