I don't need a thermometer to tell me when the temperature goes below 40 degrees. I let my car do it for me. When the Temperature gets lower than 40, on cold start, the engine's idle speed races over 2000 RPM's. It will not kick down once the car is warmed. (On it's own) I have to shut the car off then restart it to get the idle back to normal.

Try cleaning out the idle air control valve and see what happens.
