1971 Oldsmobile Cutlass can't bleed out brakes to get a goo

Brakes problem
1971 Oldsmobile Cutlass V8 Two Wheel Drive Automatic

I replaced the master cylinder and bleed the brakes all the way around and still can't get a good pedal, should i replace the booster also? any help would be greatly appreciated!
