1995 Oldsmobile Ciera cooling and a/c fans won't come on.

The car is starting to overheat and I thought it might be the relays since we were able to jump them and get both of the fan motors to work. After replacing relays the fans still don't come on and I think it must be a faulty sensor somewhere that isn't telling them to come on but I am not sure where it would be or if this would solve the problem. Could this be it and where is it located?

Check and test the coolant temperature sensor if okay could be the computer controlled of the fan relays or wiring between the motor and relay

The CTS is on left rear of engine and the controller is the computer-sorry no pic
