1990 Oldsmobile Ciera engine turns over but won't start

1990 Oldsmobile Ciera Front Wheel Drive Automatic

The injectors won't let fuel through,I disconnected the injector wire, turned key to the on position, checked for power and I have power to both sides of the connector. Than I unhooked all the senors and I still have power on both sides of the connector. I disconnected the battery and reconnected it and it's still the same.

I took out the ECM,but I still have power at both sides of the injector connector. I checked the voltage at the battery I have 12.6 volts and at the connector of the injector I have 11.8. Dosen't the injector get its power from the ECM? I also disconnected the ignition module and still have power at the injector plug. The more I work on this car the more confused I get!
