1989 Oldsmobile Ciera Trouble adjusting TPS

Hi. I've isolated my problem as being the Throttle Positon Sensor.

I would like to adjust it and get the voltage right but I'm running into a problem.

The upper radiator hose is running back to a metal line that is in the way of accessing the screws for the TPS.

Do I need to remove the throttle body to make this adjustment?

This is the 3.3L engine btw.

If you disconnect battery for a few minutes, then reconnect, ECM will set new closed throttle voltage of TPS.
