2004 Oldsmobile Alero cooling fans do not come on

If your saying the fan/s only run when you use jumpers? Do the fan/s run when you unplug the coolant temp sensor? Do they run when you turn on the ac? Any applicable trouble codes? To check for codes, you need, at the least, an obd2 code reader or some of the national brand autostores used to check some codes for free. The only other thing I could do is check for voltage and ground at the relay circuits.
