Engine Cooling problem

When should the cooling fans turn on, there are 2 fans, neither are operating? At what temperature? My temperature gauge seems a little high. The car stalled at a red-light - would an overheating condition cause the car to stall? There are NO fault codes displayed, NO fault codes detected or stored.
