1994 Oldsmobile 88 Pulley turning intermittently

The pulley on my compressor turns intermittently all the time the engine is running, with or without A/C on. Shouldn't the pulley turn freely to keep from wearing out the belt? if so what is my problem?

The ac compressor runs in cycles. When this happens, does it appear as if the belt is slipping, does make noise...? Also, does the AC work when you turn it on?

It sounds like one of two things. Either the belt is loose due to a weak tensionier, or the compressor is locking up. Have the tensionier tested first.

Let me know what you find.
