My truck acts like there is no power steering fluid or brake fluid, which makes it hard to stop and turn. I need to know if low oil could cause this.

Are you referring to engine oil? Those are not related. I suspect your truck uses the hydro-boost power brake system. That runs on pressurized power steering fluid. The best suspect is a worn power steering pump. If you are asking if this can be caused by low power steering fluid, that is an integral part of the system, so of course it cannot work if the level is low enough that air is being sucked in.

The power steering is in between the marks on the dip stick. The truck is 1994 Chevrolet Silverado 3500 it is a turbo diesel. I am not sure where the power steering pump is to check if it is bad.

The clue to a weak power steering pump is the power assist comes back when raising engine speed.
