Oil in coolant

Noticed drops oil floating on coolant. Changed oil cooler about 3 months after was told my head gasket blew changed that. car is driving 100% but after months I get thick milkshake in my coolant tank flushed and flushed but it keeps coming back. can it be in the heater core?
