Oil change light reverts back to 0% after resetting it back to 100%

I reset the oil change light to 100% and it reverts back to 0%.

I have seen this a handful of times and every time I ended up replacing the cluster. Ford's service publication has us verifying good operation of the speedometer and odometer, and if there are still issues, replace cluster.
