OBD2 port problem?

Measuring voltage from pin 16 to chassis and signal grounds both only measures 10.4 volts. Code reader will not power on. Voltage from pin 16 to a chassis ground measures full battery voltage.

Port #16 should be 12 volts, is the battery charged and in good shape? There are two grounds as well. Here are the wiring diagrams for the ALDL connector so you can see how the connector works. Check out the images (below). Please let us know what you find. We are interested to see what it is.
