obd2 port?

Pin 16 gets its power from fuse 9C which also powers the radio and dash memory circuits. If you don't have power but the fuse tests good, you can check the orange wire and follow it back to see if it broke near splice 207 which is wrapped in the harness in the middle of the dash. If the fuse tests good and the radio keeps stations, and the clock keeps time, then it's likely the wire failed from the splice out.
