OBD11 fails to communicate

Turn the key theft light does not turn on for three seconds, the fuel pump does not turn on and prime, try to start. The starter does turn the engine over but it does not start.I have replaced the the key pickup sensor in the steering column.

First, determine if there is power and ground to the data link connector (DLC). Pin 4 is ground, so check for continuity, and pin 16 is power, so check for 12 volts. I attached a picture to help you identify the pins.

Hi J&N answer to Q. #4 is ground , is working .....Q . #16 is power , is working at 12.75v

Let's check the main PCM relay. Here is a guide to help you test it and the location of the relay under the hood with the engine wiring diagrams so you can see how the system works:
