Where is the OBD Port Fuse Located?

I found a location for you. Looks like it is a red 10-amp fuse in the fuse box under the instrument panel my information says.

I have added a wiring diagram for the Data Link Connector, Fuse Box diagram and a legend for the fuse box.

This is for the 92-96 Montero. I don't have any information on the Challenger, but they should be the same vehicle.

Looks like this fuse will run radio clock, accessory socket and cruise control as well. So, if this fuse is burnt out you will have issues with those areas as well.

Here is an article on using a test light to check fuses. In my opinion this is the best way since just like a light bulb a fuse can appear fine but actually be bad. Here is that article:

You can also test for power right at the connector itself using the same test light. Connect to body ground with the clip side of the test light. They use the probe to check for power on pin 16. (See image). There should always be power on this pin.
