OBD not reading

My OBD is not reading when I take it to get emissions, the fuses have been checked, and the check engine light comes on and off. My ABS light is on as well! the cigarette lighter in the front does not work either. any ideas?

Let's double check fuse F2.16 in the central junction block. This is for the data link connector and the front cigarette lighter. This is pretty typical on Ford vehicles that when all of these are happening that this fuse is the issue.

If this is not the issue then we can dig deeper but I suspect this is the issue.
