obd is constantly recycling. Cant get it smogged. Not continuous power to computer?

Trying to get my 01 tundra smogged. NO check engine light on. Wont pas because the OBD computer keeps recycling. Have had codes read but doesn't make it through to the last bank. The cat. Why? How do I fix it?
Im on the hamster wheel here. Owe $ and trying to get title loan but cant because it needs to smog. Im broke, stuck, and out of options. I have no cash or credit left!

this one would need to be seen by a pro, but check all your fuses with a test light and pcm ground at right rear of engine make sure it's clean and good ground to engine. then get battery tested for condition including load test most places do for free like auto parts tire stores. that may be your problem.
