OBD-II Port not working?

That gets power from the 10 amp OBD fuse # 19 in the fuse box under the left side of the dash. I would start there. Use a simple test light to see if it has power to both sides of the fuse. If it does then the wire simply goes from the junction box to the port. I have seen people tap into them and damage the wire enough to break it, have also seen the fuse removed to keep anyone from plugging in a cheap code reader.

I checked all the fuses including #19 OBD. I Actually pulled all the fuses and looked at each one and checked the continuity on each. Still no12v at OBDII. What would be a good breakout box to test the computer.

You don't need a break out box, just check that pin 16 actually has a pin in it and that it's a red wire. If it's there the wire runs from the fuse box to the port, nothing else on it. Use a test light to verify that the fuse is actually getting power. The fuse could be perfect but with no power in the fuse box to it. If a test light lights up on it then it's just the red wire that is bad, you could simply run a fuse tap with a new wire to the port and be in business.

Pin 16 on the OBD connector is simply a 10 amp fused wire that ends up running from the battery. So you could just splice a wire with a 10 amp fuse in line to any battery source. It's only purpose is to power a scan tool that doesn't have an internal battery, or if you put something in the port like those tattletales insurance companies use.
