Failed emission due to check engine light not turning on

I took my car to get a smog check and it failed because the check engine light didn't turn on. How can I fix that? Is it something as simple as replacing a fuse?

There is a fuse #23 we need to check in the under hood fuse panel. here is the wiring diagrams for the ALDL connector so you can see how the system works and a guide to help you check the fuse with the fuse location in the diagrams below:
