NY State Vehicle emission inspection failed

I failed my NY State Vehicle emission inspection three times.
Emission results:
Readiness: Fail
Monitor Catalyst: Not ready
Monitor EVAP: Not ready
Car running perfectly. No "Check Engine " light showing.
Left my 2002 Hyundai Accent with dealer who completed the drive cycle, twice.The OBD computer still showing the Catalyst and EVAP monitors are not completed. Dealer said that I need to replace the On Board computer at the cost of over $2,000.00. That is clearly not even in consideration. My mechanic suggests that I can find a used ECM computer, which is very difficult to find. What is your suggestion for passing the NYS vehicle emissions inspection?

Hello,

The problem probably is with the Power-train Control Module (PCM) or Electronic Control Unit (ECU)(Both do and are the same). If the monitor system is not ready, then you have an internal fault in the PCM/ECU. You should be able to go to either Amazon or Ebay and get one for your vehicle quite reasonably. The thing that you want to make sure that you match up is the vehicle's strategy. On the sticker on the PCM/ECU there will be a six alphanumeric bold print on top of the sticker. This must match the PCM/ECU that comes out of your vehicle, exactly.
I have included for you in the diagrams down below the location of the PCM and all the Mode 6 information. Mode 6 is the name given to all the monitors of the PCM. Please go through this information and get back to us with what you find out.

Thank you! Thank you! Thank you Alex for your invaluable expertise, knowledge and suggestions. Due to your prompt response to my question, I now have hope that there is a solution to my problem, and that my car will finally pass the NY State Vehicle Emissions inspection. I am now going to search Amazon and Ebay for a PCM/ECU for my car, and then search for the six alphanumeric bold print on top of the sticker. Hopefully, if I am successful, I will go to my mechanic to help me find the matching alphanumeric print on the PCM/ECU on my car. If I am blessed to be successful in my search, I will order it, go back to my mechanic to install it, and finally have my car's emissions inspected for the fourth time.
I'll keep you posted, and if this nightmare ever ends, I promise you that we will celebrate together.
