I just bought this vehicle yesterday from a so called “mechanic”. He said in the description that it needed a new transmission because it was not shifting properly, but when we checked the fluid there was barely any in there. Could that be the reason it is skipping from first gear to second? Once it shifts into second it runs pretty smooth. We are not going to put more fluid in until we flush out the old fluid.

Do not flush it! That will just speed up the end of your transmission. Put a quart of Lucas' transmission treatment in it and drive it a while. It might buy you several months before you have to get the transmission rebuilt/replaced.

And be sure to top it off with transmission fluid.
