Not grounded?

I am wondering why there is a wire soldered to the white w green strip from ignition coil and goes to driver side and goes in under dash. Wondering where it supposed to go.

If you upload a picture of the wire it can help, but it sounds like there might have been a tachometer in the car which needs a trigger wire for the gauge.
