Not enough fuel pressure

Changed fuel pump because it had no pressure now it will crank but no start. I checked the fuel pressure, it has 42lbs. Needs 50. What could be wrong?

Hi,

Was the fuel filter replaced on the frame rail? See pic 1 below. If it is partially plugged, it can cause this.

Also, there is a fuel pressure regulator under the intake manifold at the rear of the engine. If the manifold was off, it would be right in front of the distributor. There is a vacuum hose that runs to it which could be allowing fuel to be drawn directly into the engine causing it to flood and lower pressure.

Let me know what all has been done. Also, try this. See if it starts for a couple of seconds using starting fluid. If it does, then we can confirm it is a fuel-related issue. Even at 42 PSI, I would think it would start. If there is no change with the starting fluid, remove a spark plug or two and see if they are wet or dry.
