I hear a ticking noise and whistle noise from engine. I’ve replaced the idler pully, the tensioner pully, and belt and still hear this whistle noise. Also the water pump has been replaced.

It sounds like the A/C compressor is going bad but do me a favor and remove the serpentine belt and start the engine for a second to see if the noise is gone, that way we can see if the noise is accessory related. Also, is there any discoloration at the A/C compressor pulley? If so, this is a sign the compressor is going bad. You might want to try turning the HVAC system off to see if anything changes.

I think you're right cause the water pump went bad, and my gf thought the A/C compressor was making the noise the whole time. What about that ticking, is that normal?

Yep, that is what it sounds like, the ticking is not normal. Can you see where the A/C compressor pulley is discolored?
