No power to the ignition starter fuse holder

2003 JEEP GRAND CHEROKEE

With the fuse box under the dash the ignition starter fuse holder has no power.with the fuse box under the hood the oxygen sensor fuse holder and the fuel injectors fuse holder and ignition fuse holder have no power. I've checked the relays I don't have a multi-meter. is there something else besides the relays that would cause this problem?

It sounds like fuse #14 and #31 is blown. To be sure here is a guide to help heck it and the fuse location as well:

I don't believe there is a fuse #40. the first list of fuses only goes to 32. The second list of fuses only goes to 28.I haven't been able to locate fuse #40.

Sorry it was fuse #f14 and #f31. can you check them for power please?

Fuse f14 and fuse f31 the fuses are good, but there is no power to the fuse holder on both of them.

There must be a power lead off of the battery here is the wiring diagrams so you can see where these fuses get power from. Check out the diagrams (Below). Please let us know what you find.
