no power after 3000 rmps in gear

Hi, i have a 94 firebird. The problem is that everytime i try to go on the freeway, i end up on the slow lane for a while, i cant go pass 3000 rpm, and i dont have any good power until 3rd. Is there anything i can do to fix that. I was told it has a rev limiter but im not sure. Thank you for ur time

scan for codes and check fuel pressure with a gauge first auto parts rent it. 41-47 psi. then check vacuum at idle at manifold if you can. if 15"or below suspect clogged exhaust unless it's a trans problem.
