Will not start after negative wire was accidentally hooked to a positive cable

Hello,

Take at look at the fusible links on the firewall of the engine compartment. I have included a wiring diagram for the starting system as well as diagrams for the fusible links in the diagrams down below.
Please get back to us with what you were able to find out after going through the information and doing the inspections.

Will do, but nothing has worked so far. Changed some of the fuses and swapped the battery but still no power coming from the battery and did I mention that the oil dipstick is live for some reason? It will shock the crap out of you if the van is turned on.
I'm not sure what else to do, but I do know that a lot of the fuses were incorrect as far as amps and position. But anyway still nothing.

The dip stick shocks you? that's a new one. I would check the negative battery cable to make sure there is a good connection to the engine block and to the chassis. Also with the key on can you see if any of the fuses have power? Here is a guide:
