No low speed cooling fan

I have a 2-speed single cooling fan. I am having issues where the low speed fan does not seem to come on, and yet the hi-speed fan is blowing the 30A fuses. I have swapped relays from Cool Fan 1 and Cool Fan 2 with no change in symptom. Cool Fan 2 does kick in at temperatures over 200 degrees F, but does eventually blow the fuse. Am I right in believing I have an issue with the low speed resistor? It is my belief that by the time the hi-speed fan (cool fan 2 circuit) kicks in (sometimes on quite often), it is overworking as it never kicked on in low speed (cool fan 1 circuit), and it is overheating/blowing the cool fan 2 fuse. I have not tested to see if the ECM is triggering the ground circuit for cool fan 1, but I am thinking with the high mileage as this car has, that it may be a resistor problem. Also, assuming I have to replace this resistor, what is the best method for removal and replacement? Symptom: Car will try to overheat at long lights and A/C turns warmer until cruising again. Due to no low-speed fan coming on. Thanks a million!
