Turn signals, running lights and instrument panel lights are not working

No turn signals, no running lights. brake lights work when I step on the brake pedal and headlights work in both low and high dimmer switch works too. The instrument panel lights don't work either. fuses are good.

I would start by checking for power on pin 9 (brown wire) at the headlamp switch connector. It should have 12v on it with the headlamp switch in both parking lamp and headlamp positions. Attached is a diagram of the connector showing this circuit.

Thank you for the advice and diagram that helped out a lot, but it seemed to be a many things that failed here. brown wire was bear in one spot.bad fuses was anther problem. they weren't blown but not relying power I switched them for new ones and now everything works. Again thank you.
