No fuel pressure

I was driving one day and it shut off. Since then I have been messing with it. It would run for awhile and then it would not and so on. New fuel pump and filter. I am thinking perhaps the fuel pressure regulator. It does not seem to hold pressure? Any thoughts?

Here are the specifications for fuel pressure:

Fuel Pressure 28-36 psi
