No dash lights no power with key on

Car ran fine had a hard time getting ignitin to turn. Was told it w as ignition switch. Replaced and dash lights came on with no key. Stayed on unless I pushed the brake pedal. Un hooked battery. Lights went out but will not come back on and car will not crank. Only light on is the a/c

Also checked all fuse under the hood, all are good. When I turn car on it makes some noise behind the instrument cluster

try resetting your anti theft unit this may be the correct way in pic if not have it scanned for codes.
