The engine will turn over if I jump the starter relay?

Okay. I need you to check a couple fuses for me first. I attached two pics. The first pic shows Ignition fuse A. It is located under the hood in the fuse box. Fuse number 34 (40 amp). In addition to checking the fuse, make sure there is power to and from it. Also, check the starter fuse in pic 2.

In addition to this, I need to know what all is working. For example, do the headlights, turn signals, hazard, horn, wipers and anything you can think of work? I am looking through 6 pages of power distribution schematics and trying to determine where the break is

okay, so i checked those fuses. (17 and 34) both are good, Both are giving me green on the test light, while i was there i checked the fuses close by and noticed fuse 35 (blower) was blown.

I just double checked what works and what does not work in the cab.

Working:
Horn
Signal lights
Cluster lights ( battery, SES, ABS, ect.)
Headlights
Back lights for radio
Clock
Interior lights (cabin lights)
Power seat


Not working:
Gauges on cluster
Door locks
Power windows
Power mirrors
Power locks
Remote entry
Blower (know we know why)
OBD2 port
Ican move the through gears, but the gear selector on the cluster isn't showing.

Check fuses 22 and 24 in the under hood fuse box. See attached picture.

Okay, I'm not liking this. Those fuses power the instrument panel which isn't working. Now, make sure the connector at the body control module is tight, not corroded, or damaged.

okay, i am on it right now.. one other tidbit for you; i purchased a battery yesterday morning, it is now dead. something is drawing power.

What I need you to do is this. Remove the negative battery terminal and charge the battery. Next, place your volt meter or multi meter between the battery negative terminal and the negative battery cable without connecting it. Let me know how many volts show up.

Okay. sorry for taking so long. i had to purchase a battery charger, and the battery took overnight to charge.

i checked the connections on the BCM and checking all the fuses for connection and power, everything looks good there.

but i'm not sure i understand what your wanting me to do with the battery and multi-meter. do you still want me to keep the positive connected? i just left the positive connected and tried not to touch anything with the negative, it was bouncing between 1.? and 3 volts. (if i was doing it right.)

usually with time, i'm pretty good with this stuff, but i'm stumped on this one Joe.

okay, so I did that, and it just reads 00.0, but I tried to start the vehicle again just because, and the battery was dead again, but the dash lights, interior lights, and headlights were flashing, and a bunch of relays in both fuse boxes was clicking out of control.

as I'm typing this, I kept hearing a faint noise. I thought it was something outside my garage, got to see what it was, and it was coming from my vehicle, the cluster lights are flashing, and the doors are trying to lock and unlock. (ignition is off and keys aren't in it) but the window did work this ti, me. (which hasn't worked since we started this journey)

I pulled the # 24 10 amp fuse for the IPC/DIC and the flashing of the cluster stopped and the doors stopped locking and unlocking. Could all of this be because of a bad cluster or are there multiple things going on?

Was the battery dead when you checked for the draw? There should always be some amount of draw and you indicated there was none. Also, if the battery was extremely low, it can cause HVAC with relays and other control circuits. If you have recharged it, has it stopped clicking? If so I would change out the cluster.
