No crank issue

Drove car no starting issues. Arrived home. Went to leave for dinner turned key no start just a click from starter and then two seconds later a smaller click like same click was disengaging. tried jumping with jump box checked and cleaned all three starter terminals at starter, same issue no crank no start. just the same clicks one time it tried to crank slightly. Is this a bad starter or a misalignment of something I have read about? Thanks, Robert
