No alarm and key fobs will not program

So I have the vehicle listed above and it came with a fob that was not working, I put new batteries in it and did the program process and nothing. I turn the ignition on and off 5 times and then the locks lock and unlock signaling program mode and no fobs will program to it. I even bought 2 new fobs and nothing. I've also noticed that when you shut the truck off and lock the doors the theft light doesn't blink at all. I'm at a loss and don't know much about Ford alarm systems.
