No air from center console/dash vents?

Heat and A/C work fine, but no matter the settings, there is never any air coming from the two dash center vents.

This happens when the air inlet control actuator is not working here is the location and how to change it out in the diagrams below. (a11). Check out the images (below). Please let us know if you need anything else to get the problem fixed.
