no 4th gear shift using 4x4 low range

AT transmission works fine in High range and 4x2, shifting normally and no DTC.
However when I use 4x4 low range, no 4th gear shift, but 1,2,and 3 shifts OK.
Is it normal ?
what is wrong ?

we have no information on that model car try calling dealer or have it scanned for codes. because of being in low range may be normal on that model.
