Electrical problem

got a problem with an 89 Nissan pickup...The headlights only work on high beam.... Have replaced one bulb and still nothing ....Fuses are good and checked the connector at the headlight too.... I tested for voltage with high beam and low beam at the headlight connector ....Have twelve volts to both low and high but when the connectors are plugged into the headlights and the lights are turned on by the headlight switch the low beam lights dont work....The high beam lights work just fine... Really weird........ The voltage switches from low beam to high beam wire and there is a common ground for both....but the low beam doesnt work..... FREAKY !!!
