1999 Nissan Sentra variable speeds stopped working

windshield wipers only work at fastest setting.
AC/heater fan only works at full blast setting.

We replaced the AC/heater switch but still can't turn AC/heater fan to lower settings.

What's going on?

Get a repair manual or you can download it below for a cheap price and find the blower motor resistor and test its resistances then report back.
