Smells problem

Dear Sirs,
My carburetor second barrel is always stuck, this last time they said to me, that I do no use that part much so they disctivated it, and now it takes more than 5 minutes to start the car every day, and when its started it shakes a lot, and it do no remain on. I send it to the repair agency they took down the carburetor cleaned it, and assembled it about 2 times, bo car do not stay on. Please help me. Ness
