Engine Performance problem

It has a hard time starting. It is like it is not getting
enough fuel. It will not accelerate. If you have it
in fifth gear it will decrease in speed until you are in
frst. The motor will not rev up. Sometimes as you
go through the gears when you shift gears it will
decelerate until you have to down shift.
The clutch also sticks down and you have to put your foot under it and pull it up.
