1997 Nissan Quest No Electrical Power to interior/ignition

Electrical problem
1997 Nissan Quest 6 cyl Two Wheel Drive Automatic 155k miles

Can't get car to start.
Symptons:
There is no power coming to the interior of the car
- No dome lights
- No dash instrumentation lights
- No parking/brake lights
-Headlights will come on when switch is activiated
- Can hear relays clicking

Car will not start when key moved to on position (no instrumentation lighting)

What I've done
- New Battery
- Changed fuess
- Checked Battery Cables
- Checked Battery to starter connections
- R/R inition switch
